This has to do with the Saturday morning cartoon from 1992, "Wild West C-O-W-Boys of Moo Mesa." Konami Games obtained license to adapt a video game on the series. An arcade game came out in 1993. In that, Marshal Moo had a gun and shot every enemy, all the way to Black Bull, the final boss. In the cartoon show, he used a lasso and other non-violent means of keeping law and order. Nintendo had the option to market the game for SNES, but declined (instead, it had Sunset Riders, an equally violent game).
