Tattoos were really uncommon on the average person in the 80's. Then Jodie Watley and Lita Ford got them and in the 90's they became really popular. It was no longer weird to see a woman with one. Now it means nothing. No longer an outcast or rebel. Every actress and pop singer has them. Big deal. It's more radical if you don't have them.
